Course Description

SEOC Basic - SEOC Basic Training Course

A basic awareness course designed for the State Emergency Operations Center (SEOC) staff, centered on the SEOC “core competencies”, the basic operational functions that every SEOC staff member should know to be successful operate efficiently and serve our customers.


Course Objectives:  During this Program of Instruction students will:

  • Reaffirm the role and mission of the State EOC (SEOC) during emergency operations, and review the organizational structure of the Wisconsin Emergency Management and other Agency Employees at the SEOC.
  • Understand how to effectively manage internal and external information and   communications during all aspects of an operation including opening the SEOC, basic log in for PCs, phone systems, teleconference systems etc.
  • Identify utilize tools, tactics, techniques and procedures to maintain and promote individual and collective Situational Awareness of the internal and external operational environment.
  • Review methods to effectively assign and track missions, tasks, requests for information, assistance and resources, originating from internal and external sources.

Prerequisites & Other Information:

• IS-700 (Introduction to NIMS)
• ICS-100 (Introduction to ICS)
• ICS-200 (Basic ICS)
• E-Sponder Basic

This class is intended for those personnel who staff the State Emergency Operations Center in times of emergency.
